Act now, and do not start over with a new application. New York State guidance from July 2025 says that if you return a completed renewal before your case ends, or within 90 days after it closes for failure to renew, the local office must use it to reopen your case. If you are still eligible, coverage can be authorized back to the date it ended. In NYC, call the HRA Medicaid Helpline at 888-692-6116. If NY State of Health handles your Medicaid, call 1-855-355-5777.

What happens if you miss your Medicaid renewal deadline?

The sequence is the same for most people. Missing the date does not end coverage on its own, but it starts a clock.

Stage What happens Source
Renewal is due HRA begins reviewing your renewal 30 days before your coverage ends. Local offices must give you 30 days to answer a renewal notice HRA FAQ; GIS 25 MA/06
You do not return it The office may close the case for “failure to renew,” with a notice sent about 10 days before the discontinuance GIS 25 MA/06; NY Health Access
Coverage ends All Medicaid-funded services stop, including MLTC and home care NY Health Access
Within 90 days of closing Returning the completed renewal obliges the office to reopen the case and process it. Eligible people may get coverage back to the closing date. The resource test applies GIS 25 MA/06
After 90 days The state guidance does not promise reopening. Plan on a new application Our reading of GIS 25 MA/06

The NY Health Access renewal guide, run by the New York Legal Assistance Group, reports that closures for failure to return a renewal resumed in NYC in May 2025 after the pandemic pause. Do not assume you have a cushion.

Is there a grace period for NYC Medicaid renewals?

There is no automatic one, but the 90 days after closing works like a grace period. It comes from the state’s GIS 25 MA/06, which tells local districts to reopen a case when a completed renewal comes back within that window, by reactivating it if it is within 30 days, or re-registering it if later. It says nothing about a guarantee of approval. Because the resource test applies to these late renewals, have your bank statements ready.

NY State of Health says something similar on its page about upcoming Medicaid changes: if coverage ends, you can submit your information and have it reviewed within 90 days to see if you still qualify. The state says it will send a warning at least 15 days before coverage closes.

How do you fix a missed renewal? Steps for NYC

Start with the date on your notice. It tells you who sent it and when coverage ends or ended.

  1. Call first. HRA’s own renewal FAQ says if you think you missed the deadline, call the HRA Medicaid Helpline at 888-692-6116 for help getting re-enrolled as soon as possible.
  2. Get your renewal form. Log in to ACCESS HRA and use the Renew button, or print your personalized form. NY Health Access reports that HRA lets you reprint a renewal within 90 days of the case closing even after the respond-by date has passed.
  3. Complete every section. Update rent, premiums, income and resources. If you have special budgeting, such as a pooled trust or a spousal refusal, write it clearly on the form.
  4. Attach proof. Pay stubs or pension and Social Security letters, current bank statements, and for a pooled trust the latest verification of deposits. NY Health Access lists these in its renewal guide.
  5. Submit and keep proof. Options are online through ACCESS HRA, by mail in the postage-paid envelope or to Mail Renewal Program, HRA/Medical Assistance Program, PO Box 329060, Brooklyn, NY 11232-9823, or in person at a Medicaid Community Office. Ask for a date-stamped receipt in person, and keep a copy of what you mail.
  6. Tell your care team. Your MLTC plan, doctors and home care agency should know your coverage is in question.
  7. Challenge a wrong closure. If you returned the renewal on time, the closing notice explains how to appeal or request a fair hearing. NY Health Access notes HRA reported a vendor error in fall 2025 that sent discontinuance notices to 6,611 people who had returned their renewals, which HRA says it corrected.

NY State of Health or HRA: which office handles your renewal?

Many people in New York City do not know which agency holds their Medicaid. The notice tells you, and NY State of Health explains its renewal process online.

What changes for renewals and retroactive coverage in 2027?

  • Six-month renewals. From January 1, 2027, most adults ages 19 to 64 will renew every six months instead of once a year. NY State of Health says people with disabilities, among others, will still renew once a year.
  • Less retroactive coverage. Medicaid can now cover some medical bills from three months before you apply. From January 1, 2027, that falls to one month for adults 19 to 64 and two months for everyone else.

That second change is the practical reason to renew or reapply the moment you notice a problem. Waiting leaves more bills uncovered.

What does a lapse mean for home care?

If Medicaid closes, the services it pays for, including home care through an MLTC plan, can stop. Our guide to what Medicaid covers for home care explains the basics. If there is a gap while you wait for reinstatement, private home care can cover the hours in between, and our cost guide shows what that may cost. If you owe a spend-down, see Medicaid spend-down.

ProLife Home Care is a licensed home care agency in Brooklyn and Queens, licence #2572L001, New York State Department of Health. We are not HRA and cannot renew your Medicaid or see your case. We can help you plan care while it is sorted out. Call (718) 232-2777 or use our contact page.

Medicaid procedures change. Everything above was checked against health.ny.gov, nyc.gov, nystateofhealth.ny.gov and the NY Health Access legal-resources site on 9 October 2026. Always follow the dates and instructions on your own notice, and confirm with HRA, NY State of Health or your Medicaid plan.
